Tobirama Senju is a fictional character from the popular anime and manga series "Naruto." He is known as the Second Hokage of the Hidden Leaf Village and is credited with creating many of the village's important institutions, such as the Konoha Military Police Force and the Academy. Tobirama is also famous for inventing various powerful jutsu techniques, including the Shadow Clone Jutsu and the Flying Raijin Jutsu.
